The main story quest of peasan and solyn is done solo since you can't go in together through the portals. Most healers have a friend or ask someone to do open world together so it's less of a pain.

Nobody is doing bears further than lvl 60. The thing is many people rush lvl 60-64 through main story quest and thus are not doing any dungeons during that time (most at least)

I sometimes queue BTTP with my DD but rarely anything ever pops up.. maybe because people often times need a healer ? No idea but it doesn't pop often really.

Velika bears tend to be full on weekends (when server work) even when you divide the spot in two ... so that's a great suggestion to make
