Nobody is doing bears further than lvl 60. The thing is many people rush lvl 60-64 through main story quest and thus are not doing any dungeons during that time (most at least)
It's still pretty fast to get to 65 with parathian grind with XP boost. But it's much smarter to split it up into two days and do a lot of the easy vanguard requests. My character hit 65 a bit before story quest doing that, but I did a few too many vanguards in the beginning.
I don't think they drop while leveling 1-60, but they do drop for 60-65.

At the very least we need the elin gunner hairs, they were really good iirc. Maybe ninja came with some hairs too.
I mentioned it somewhere else, but buffing the EXP gain in dungeons from lvl 47 - 60 could help as well. Nobody has to fight for a spot in the open world and with the BTTP buff more lvl 65 players would queue.
Yeah, I think the 1-40 is ok, CR does get a little repetitive though, but not too bad. It's once you get to NT that the grind becomes so horrible. There's no good grind spot for NT either. Either double the XP of mobs at that level, or like triple the VG XP for the CT quests at lvl 40+.
I think higher base XP, it felt fine during the double XP time, but less than that and it starts feeling really sluggish.
devas is almost always full. Bears I've done once, and we were 3-4 people the entire time, 58-60, during weekend.
